This kit is designed to go with the pre-cut flag kits made specifically for the Stars and Stripes Quilt Pattern by Camille Roskelley. 
 
In the beach-inspired quilt by @gigsthimble, the white stripes in the blocks are the same fabric as the sashing and borders. Therefore, this kit includes extra background fabric to make the white stripes the same as your background.
